Countries in the Near and Middle East can hardly keep pace with global economic development. It is difficult for small and medium sized enterprises (SMEs) in particular to make necessary adjustments in order to cope with increasing competition from imports and in order to provide jobs and incomes. In addition the joint free-trade zone with the European countries will further increase the competition.

In most of the countries a systematic and coherent innovation policy especially directed towards SME is missing.
